Presidential Manifesto: Vision for Uganda 2026-2031
As a candidate for Uganda’s presidency, I present a comprehensive plan to transform our nation through sustainable development, good governance, and social welfare.

  1. Economic Transformation
    Agricultural Revitalization
    Agriculture employs 70% of Ugandans, yet poverty and food insecurity persist. I will allocate 10% of the national budget to revitalize agriculture by:

Reactivating government demonstration farms to boost year-round food production and absorb shocks during droughts when people are not able to produce.Highly mechanized,irrigated large scale farms should be able to produce food for the country.In 2023 approximately 2000 people died of starvation from Karamoja, how sure are we that when the statistically projected population of Uganda reaches 100 million by 2050,Uganda can manage to feed it’s population?

Establishing coffee processing industries near farms and expanding coffee cultivation to new regions.

Reinstating cooperatives to control prices, improve market access, add value, and support farmers.

Providing tractors at the sub-county level to support large-scale farming communities.

Offering subsidies on agricultural tools, seeds, and irrigation equipment, including tax exemptions.

Expanding extension services to educate farmers on modern practices.

Using national farms as hubs for youth entrepreneurship, job creation, and environmental initiatives like the 1 billion tree planting campaign.

This investment will empower marginalized farmers, increase incomes, improve food security, and reduce multidimensional poverty, which currently affects over 57% of Ugandans. Poverty reduction will also strengthen governance by eliminating vote-buying and corruption incentives.

Debt Elimination
Boost industrial and agricultural exports, responsibly exploit mineral resources, and attract foreign exchange to eliminate national debt.

  1. Good Governance
    Anti-Corruption: Enforce strict measures to eradicate corruption and ensure accountability.

Rule of Law: Reinstate and uphold the rule of law, protect citizens’ rights, and prevent abuses.

  1. Infrastructure Development
    Expand road networks and connect the country with a nationwide railway system.

Launch a policy to build 25 million affordable housing units to meet growing demand.

Infrastructure projects will also generate substantial employment.

  1. Sectoral Revitalization
    Education

Reform education to emphasize practical, hands-on learning aligned with 21st-century skills.

Promote STEM education and fund top Ugandan science students to study abroad, encouraging knowledge transfer and partnerships.

Regulate tuition fees across public and private schools to ensure affordability; consider nationalizing or partnering with private schools if necessary.

Clear salary arrears for teachers who upgraded qualifications and increase pay for arts teachers.

Healthcare

Implement a National Health Insurance Scheme (NHIS) requiring Ugandans over 18 to contribute UGX 100,000 annually, generating UGX 2 trillion to fully fund quality healthcare and eliminate drug stockouts.

Revive the Uganda Pharmaceutical Industry for affordable, bulk drug production.

Restrict free healthcare access to foreign nationals to protect resources for Ugandans.

Mineral Sector

Maximize mineral resource exploitation for national benefit by revoking licenses from non-compliant firms or nationalizing the sector to ensure transparency and revenue generation.

  1. Social Welfare
    Job Creation

Invest heavily in the private sector and infrastructure to create jobs.

Provide grants to youth innovators in every district to generate at least 15,000 jobs annually nationwide.

Promote skills development and STEM fields.

Foster a favorable investment climate and sign agreements with foreign countries for skilled youth employment.

Reduce or eliminate fees for labor export to ease youth access to overseas jobs.

Water and Sanitation

Guarantee universal access to clean water and improved sanitation.

  1. National Security
    Train all citizens over 18 in basic military skills to deter regional threats.

Authorize rapid deployment of security forces during internal threats.

Replace dilapidated housing for police, military, and prison personnel nationwide.

Provide educational support for two children per armed forces family and build quality schools for their education.

Increase pay for security personnel to ensure a decent standard of living.

  1. Foreign Policy
    Maintain strong diplomatic relations worldwide and honor international treaties.

Offer free entry visas to all Africans and tourists.

Actively contribute to regional peace efforts in Congo, South Sudan, and Somalia.

Promote agricultural investments to combat regional hunger alongside peacekeeping.

Strengthen the East African Community and African Continental Free Trade Area by removing trade barriers.

Partner with advanced nations for military, technological, educational, agricultural, and engineering advancements.

Sign trade agreements to expand markets for Ugandan agricultural and industrial products.

  1. Checks and Balances
    Establish robust checks and balances among the judiciary, legislature, and executive to ensure transparency and accountability.
  2. Democratic Principles
    Uphold democratic governance that reflects the will and interests of all Ugandans.

By implementing these strategic initiatives, I pledge to revolutionize Uganda’s economy, governance, and social welfare—building a prosperous, secure, and united nation for all citizens.
